Using 3.5.0. Category has 3 required tags defined, as seen in screenshot below. Topics in this category can still be created without any tags (the category setting seems to just be ignored).

Did you try creating the topic without tags as a staff user? Tag rules don’t apply to staff. So, in case you haven’t, I’d create a test account and try if that can create a topic without the required tags too.
Are you doing this as an admin or a regular user? It’s a known issue that the rules don’t apply to admins.
EDIT: I felt pretty silly when I saw that @moin had said exactly the same thing, but I checked the timestamps and apparently we said it at exactly the same time, so this is “Great minds think alike”, rather than “Jay doesn’t bother to read the whole topic before he posts”, which is much more often the case.
First, yes, it was with a moderator (not admin) account.
Second, when I try with a non-mod and non-admin account, then the tags dropdown doesn’t show up at all (I can’t add any tags at all) …. and the new topic goes through!
I was expecting for users to actually be required to enter 3 tags (one from each tag group I configured) and for Discourse to refuse posting the topic if they haven’t set 3 proper tags.
