From my experience, this kind of CPU behavior is more likely caused by a server infection or security issue, rather than Discourse itself. I’ve run into a similar situation before, and replacing the server eventually solved the problem.

Have you tried tweaking the postgres memory settings? If moving to a new vm would fix anything, it’s not a big deal and can be done with zero downtime and just a bit of read only time.
