The list is empty, but I expected the changes that were recently made permanent to appear there:

Yeah it does seem confusing now that you point this out. “Permanent” is an explicit step in our upcoming changes process that we skipped with those changes. We probably should have used that step so it appears here… but each step in the upcoming change process is optional. Something we should probably consider
