The code is in lib/topic_query.rb

This looks ok:

lib/topic_query.rb

main

          options = options.merge(@options)

          apply_pinning = filter != :private_messages
          apply_pinning &&= %w[activity default].include?(options[:order] || "activity")

but then this does not:

github.com/discourse/discourse

lib/topic_query.rb

main

          def list_filter
            topics_filter =
              TopicsFilter.new(
                guardian: @guardian,
                scope: latest_results(include_muted: false, skip_ordering: true),
                loaded_topic_users_reference: @guardian.authenticated?,
              )
