Better flow for group membership requests

I believe Nathan’s solution would be a good one. It doesn’t change the workflow so much for the users and effectively removes the confusion.

I think that the Discourse team agreed - this seems to be the way it is now!

Not sure when that change got snuck in, but I’m delighted
