I have set up a similar scheme using the following protocol on Discourse 3.1.0.beta6:

  1. Enable mute_all_categories_by_default
  2. Enable allow_uncategorized_topics
  3. Disable suppress_uncategorized_badge
  4. Enable default_categories_watching_first_post with the “uncategorized category”
  5. Setup default_navigation_menu_categories to main (public) categories
  6. For each category, create a specific group (e.g., c-foo for category named foo…) that will track the associated category. (free join/leave, or request join/free leave depending on the group purpose)
  7. For each category, use the category description as the group description, indicating what notification level the group will provide for which category or categories.

This is the last point that makes me think there could be a better way to do it: indeed, we could have the possibility to use the associated category description topic as the group page.
