This fixes the compatibility issues mentioned [here](https://meta.discourse.org/… t/discourse-category-headers-theme-component/148682/90) and [here](https://meta.discourse.org/t/discourse-category-headers-theme-component/148682/93).
This uses a `.gjs` file instead of using the deprecated `<script type="text/x-handlebars">` and `<script type="text/discourse-plugin">`, as mentioned [in this announcement](https://meta.discourse.org/t/modernizing-inline-script-tags-for-templates-js-api/366482/1).
