Add Discourse-style top banner to my forum

How do I add the banner on top of this forum - see the screenshot below. Thanks all for your help

Welcome link banner

This is a simple banner, similar to the one in use here on Meta, that allows you to add some custom text and 1-4 links. Thanks, @Moin. I installed a theme component called “Welcome Link Banner”. This gave me the banner. Thanks again.
