It feels like a similar issue reported last week - Intermittent Issue: Cleared Items Reappearing in Review Queue
After editing a users topic title, it was moved to the review queue. It feels strange that this would happen, given the fact it was an Admin who has made the edit, and then would be reviewing their own edit to put it back
