In my limited experience, I’d say no, I’ve always been surprised by how easy it was to restore (or lucky maybe 
) what happened here was weird. I’d do a backup of the app.yml, just to remember what plugins were installed, (maybe also the conf of the host proxy if ever needed and installed).

Ok, I copy my app.yml and try it the recovery from the GUI again.

Could you have some plugins “in the backup” that aren’t in the app.yml of your fresh install ?
there has been no error in the restore process. Concerning the Plugins, I will let it check by my collegaues on Monday and add them to the new app.yml, if there is any of them.
I have opened the SQL /Backup/ I have found no information on installed plugins …
might be a long shot though, since you’ve already try the safe mode …
