Ai gists button fill doesn't seem quite correct

Overview

The gist button in desktop view doesn’t seem filled in a consistent way in expanded gists mode for active, enabled and disabled states. for example, here on Meta, it looks and behaves as expected in the default compact view, but the fill properties don’t match on hover and when the expanded view is enabled.

Repro

In latest view:

1. when compact is enabled click/tap to drop down (default) - compact button is filled enabled and expanded unfilled disabled, as expected

2. hover over to select expanded and it fills - but is that the correct hover color?

3. go to expanded gists enabled mode. click/tap the gist button to show dropdown - 2 different fill colors when compact should be unfilled like expanded in first screenshot

4. hover over to select compact nothing happens, but if you hover over expanded (which is already enabled) it changes to same fill color as compact, which is very confusing. again, i would expect compact button to be unfilled here and then filled when hovered over. i suspect the slightly different fill color above may be the active state (i didn’t look in the console)

Expected Result

Active, enabled, and disabled button fill colors should be consist for both compact and expanded gists view
