Any. plugin to maintain releases notes with history for a set of products?

Is there any plugin allowing to maintain a page like this one on the ubiquiti forum:

each release will have a topic on which you linke a set of products and their tags (on the left) + the link to older versions of the product.

or something approaching this?

It should be noted that the Ubiquiti forum is not based on Discourse

But it could definitely be possible to create a plugin or theme component for a design like that
