Do you want to message them all in one message? You can use Discourse Dynamic Groups to create a group with only users with TL2 and allow at least admins to send messages to that group.

There is nothing in the Discourse user interface that I am aware of that will allow you to send a PM to a trust level group while excluding users who have achieved a higher trust level.
