Are only views from registered users counted?

I tried opening a newly created topic from my mobile phone that is not connected through wifi used by the topic creator. I then waited for a few minutes and updated the topics list, but the counter did not increase.

Now the question arises, what is considered a view that increases a counter?

I’m not sure what you mean by the above but based on the topic title alone, the rules for counting the topic view can be found in

Here’s how view tracking should work (but does not currently) Given that we have either one of a unique IP address an account ID / username for a logged in user … and we prefer account when we have it … We shall count a “topic view” as a visit to the topic by this particular IP or account in the last 8 hours.
