Why only send one rejection email per day to the same email address?

Just curious, why is it set up to only send one rejected email notification per day? This is the code. Limited use case, but may be nice to make that timespan configurable. Like new users who post too short of messages may benefit from a reminder of why their emails aren’t going through, instead of radio silence. Thanks all.
