I think that who wants to bypass that validation will bypass, in a way or another. Trying to validate each and every case that could bypass that limit will probably be a road to hell, unless there’s an easy way to know how many characters are in the rendered output.

Yes. There is discussion about this. Mostly, if people want not to play by the rules you have to solve it socially rather than technologically.
