There’s an unofficial theme component for this. I tried it and it works on last Discourse version (3.1.0.beta4).

Timeline bookmark button

This is a simple theme component that adds an explicit topic level bookmark button under the topic timeline. The button toggles between Bookmark, Edit Bookmark, Clear Bookmarks, Edit Bookmark with reminder, and Clear Bookmarks and reminders tracking statuses.
