Can't seem to approve users?

Continued doing research and I found this thread. However I don’t have anything in my review queue, and the user seems to be activated already

New user approval broken in 2.3 beta 7?

Dear all, I’m trying to approve a new user in Discourse 2.3 beta 7 (v2.3.0.beta7 +3) but clicking on the “Approve” button in the user’s page has no effect. Looking into the logs, I can see an error 500 coming from the server, though. See below.
