わかりません。M1 Mac では ember server --proxy を使用する必要はなくなりました。通常の方法は、Discourse のルートディレクトリ内でターミナルタブを 1 つ開き、bin/ember-cli -u を実行することです。これにより、1 つのコマンドで Rails と Ember の両方のサーバーが実行されます。それを試してみて、機能するかどうか確認してもらえますか？
