Moderators do not have access to Watched Words again

I am on 3.3.0.beta3-dev. Our moderators have reported that they no longer have access to Watched Words, much like this previous report a few years ago: Is this a bug? Thanks!

The old layout is deprecated and will be removed after the next release.
