Clicking on ‘Settings’ used to show a filtered view of Settings that restricted the items shown to just that plugin, that behaviour no longer happens.
It just goes to e.g. https://try.discourse.org/admin/site_settings/category/plugins

And I thought this was my imagination! I noticed it with the Who’s Online plugin, but I had enough other problems at the time that I didn’t think to file a bug report.
