There’s an active freelancer community that also supports theme development. Consider posting your request in marketplace

The Discourse team only builds themes for our Enterprise customers, so @merefield’s advice is spot on! There are talented freelancers in the community that do the same type of work! Be sure to include your budget if you post in marketplace.
