Translations could reveal a post’s content after its author deleted it. Translation backfills could also recreate localizations that had been removed.
This PR prevents author-deleted posts from using or generating localizations. The stored localizations are preserved so they become available again if the post is recovered, while deleted posts display the deletion notice in the viewer’s locale.

또한, 작성자가 삭제한 게시물도 여전히 번역되고 있어 토큰이 낭비되고 있다는 점을 여기서 확인했습니다. 따라서 해당 게시물들도 백필링(backfilling)에서 제외하겠습니다. (즉, 아직 번역이 없는 게시물을 작성자가 삭제한 경우, 이전에는 번역 백필링에 포함되었으나 이제는 제외됩니다.)
