Deleting a topic cannot be undone

Hi

It seems to me that deleting a topic cannot be undone.

1. I create a new topic.
2. I delete it.
3. Unlike with post deletion, it goes back to topic listing.
4. I click on the deleted topic.
5. I’m able to delete it again (it does nothing), but not to undo the deletion (unlike with post deletion).

I can confirm this happens to non-admin users, here is a screenshot to explain better:

it’s likely due to permissions. We should fix it though, the user should have permission to restore a topic they deleted as author.

FIX: let user recover their own deleted topics
