We would like to remove the functionality of creating a new topic for our users all together. Is there a way to do this?

This doesn’t make much sense to me because users wont be able to earn badges or gain higher trust levels. Anyways…
If you set these site settings to 0 It will stop users creating topics max topics per day , max topics in first day also, change this to TL 4 min trust to create topic to be sure that users can’t create topics.
You can also restrict your category settings to only allow seeing and replying for the everyone group, which effectively blocks creation of topics. This needs to be done on each category, too.

Nous faisons cela en fait pour empêcher temporairement les nouveaux sujets pendant que nous effectuons des travaux sur le site.
Un simple bouton dans l’administration pour arrêter les nouveaux sujets aurait été formidable, mais nous utiliserons cette solution de contournement.
