Continuing the discussion from Disable private messages between members but only between one admin and one member:
If PM’s (now just M’s?) are disabled, does the initial “Welcome” message to new users still go out?

Yes, probably, also that setting is not heavily tested there may be bugs with it.
This just disables them for non staff users, staff can send messages no matter what (including system).
