Could you share what version of Discourse you’re currently on?

Due to the message about not being able to post links I have a suspicion it may be similar to this bug

Close Topic when reaching a limit and create a new topic is not working

I think we’ve managed to pinpoint this to another new group-allowed setting switchover not playing nice with @system (in this case the post links allowed groups one). I think a temporary fix is in place if you want to update now, and the actual fix is in the pipeline if you don’t mind waiting a little longer.

If so, I think there may be a temporary fix in place which means updating may solve this.
