Is it normal that a “note to staff” can be viewed by everybody, even not connected !

This is expected behaviour. It is a staff notice this hints that it is meant to be noticed by users that are logged in and not logged in. See more information below.

Yes, this a translation issue:
Literally “Add a note for the staff”.
Should be “Ajouter une note des responsables” or something like that.
edit: I fixed the translation in Crowdin.

I was confused by it in English. Maybe it should be called “public notice” or “announcement” or something else making it more clear that it’s for everyone?
I think it’s too close to the thing called “staff notes” or “user notes” or something like that.

If it is a comment from staff to everybody, a good translation can be : “Afficher une note des responsables”
At first, I believed it was a note for staff eyes only…

Yes, “Afficher” instead of “Ajouter” would be better I guess.
