The votes for trust level 0 are 0. So you reached the limit without voting.

Votes are limited, so you will need to choose wisely. You can see the allocations for each trust level in this table:

Trust Level	Votes
TL0	0
TL1	4
TL2	6
TL3 and TL4	8

So maybe we should move this to UX and suggest that if the limit is 0, no opportunity to cast a vote should be presented?
