This was reported by our users after recently updating, and can also reproduce it here on the meta:
Expected behavior is that the yellow selection highlight doesn’t occur until I hover over the button.
I assume this is a bug, let me know if otherwise!

I believe this was added for accessibility purposes to help display which item is in current focus by the keyboard.

I thought that Discourse wanted to tell me something, but even after searching the web and this forum, I have no clue what that could be.

That’s rather surprising considering the janky behavior of the element – not a great experience for users. I’ve commented on the other topic, thanks for pointing that out.

perhaps this is related to constraints imposed by mobile vs non-mobile UIs?
being predominantly a PC user… it’s does appear a little unusual… perhaps a more non-visual underline is more appropriate?
either way… I think it’s probably best left to those make use of accessibility functions to provide the most useful feedback here…
