Has anyone created such a Floating Comment (reply) template?
Does anyone have a way to create a Reply form when not logged in? (like in this image)

As I understand it, a general rule of thumb is that if you want people to do more of something with software, make it easier to do.
One activity that is important for communities is making it easy for people to create posts.
I’d like to recommend a feature - perhaps it is optional - that enables a large “Start a post” composer box on the community homepage. Here’s a mockup:

I’ve got a friend who used to work Facebook, and he told me that discourse should have a box at the bottom of each post to just click and start creating a reply, like Facebook and Disqus. He said it definitely makes a difference in terms of getting interaction.
If the user is not yet logged in, we could make it very easy to create an account to comment.
At the very minimum, this would be a great setting to turn on-off.

Not really, no – we want to avoid the “here’s an empty textbox, proceed to type whatever is on your mind” phenomenon that pervades the internet. Sometimes you want a little friction, and this is one of those cases. Otherwise you always get XCKD 386 . Heck, I’m considering adding a feature that won’t let you reply at all until you’ve read enough of the discussion (assuming the discussion is of reasonable length, of course).

Reddit-ish Theme,
this is such a nice theme, i checked his theme.
But Reddit also has a Reply Box feature (waiting) when users are on mobile. It’s an effective feature, encouraging users to Comment. Very necessary
