I have group specific categories.
How can create group owner who can create/update and delete group-specific categories, create/update topics and create/update posts without assigning entire forum level powers to them?
Only admins can create/manage groups and categories. Moderators can do this so long as this site setting is enabled moderators manage categories and groups.
Have you considered using category moderators? For example user X is a owner of a group, but is also able to manage the category that the group is attached to.

Hello, thanks for your reply. Well the category moderator role works for me. Although this role cannot create a new category, but it is still fine
