How can I make sure only admins/mods are able to create featured posts?

i’ve installed Homepage Feature on a forum that i hope to launch next week, however I have encountered a problem.

With my secondary test account (non-admin account) i was able to use the featured tag and make a post appear in the featured section.

how can i modify this so that only admins/mods are able to created featured posts?
