by the way ,is there a option to add a global site setting,i mean if user have no choose the category…

No there is no such global site setting as of now.

so only adds a setting for each category to set “minimum required tags”,and if there no select on category (uncategorized), isn’t work?

Grazie. Stavo cercando nelle impostazioni generali del sito, diverse da quelle della categoria. Sono stato via per 5 anni e ho dimenticato un po’ di cose e/o le cose sono cambiate un po’!
