¿Cómo configuro una banner de recordatorio en el editor?

Previously, when posting in the official Discourse community, a blue reminder banner would appear in the editor, reminding me to search for similar topics before posting. This banner could be deleted by pressing the backspace key (though I’m not sure why it no longer appears when I open the editor now). Anyway, I think this banner design is very useful and would like to implement one in my own forum to remind users of some basic post-editing operations. What settings or plugins should I use to achieve this?

If there isn’t a similar banner, can the text highlighted in the red box in my image be modified? Where can I make these changes?

Additionally, is there a more convenient way to add blank lines in Markdown? My community users often need to insert multiple blank lines between paragraphs when posting. However, in Markdown, pressing Enter only allows for one blank line, and multiple blank lines require using
or , which isn’t very intuitive for complete beginners. This is another reason why I’d like to use a banner to remind them. If there’s a more convenient way to add blank lines (for example, pressing Enter multiple times to create multiple blank lines), I’d greatly appreciate any advice. Thank you very much!
