I can’t find the setting for the enabling the fixed category position, I can’t find ‘create’ menu item.

Las posiciones fijas de categoría y posiciones fijas de categoría al crear se encuentran en la configuración de administración. Buscar en la configuración “fijo” mostrará ambas:
[TuSitio]/admin/site_settings/category/all_results?filter=Fixed

Y luego, el icono de llave inglesa en la vista de categoría tendrá la opción adicional para reordenar las categorías:
