I can’t find the setting for the enabling the fixed category position, I can’t find ‘create’ menu item.

Le opzioni fixed category positions e fixed category positions on create si trovano nelle impostazioni di amministrazione. La ricerca nelle impostazioni per ‘fixed’ le visualizzerà entrambe:
[YourSite]/admin/site_settings/category/all_results?filter=Fixed

E quindi l’icona della chiave inglese nella vista della categoria avrà l’opzione aggiuntiva per riordinare le categorie:
