I can see the stock parent categories as admin and could not figure out how to add more parent categories to my website.

I got it.
I did that and when I do so, it shows box called “category Name” and then asks us to select from a dropdown in parent category. Went ahead and made the new category and selected uncategorised in dropdown. it formed a “new” parent category
Try leaving the parent category setting blank.
新しいカテゴリを作成する際は、「親カテゴリ」をデフォルトの (no category) のままにしてください。これで、新しいトップレベルの親カテゴリが作成されます。
上記の投稿者が行ったように、これを「Uncategorized」に変更すると、親カテゴリである「Uncategorized」内にサブカテゴリが作成されてしまいます。
セキュリティ設定では、新しいカテゴリへのアクセス権限を持つグループを入力する必要があります。デフォルトは everyone です。アクセス権限を持つユーザー（閲覧、返信、作成（カテゴリ内での新規トピック作成））の設定を変更できます。
もし誤って、グループ everyone に See, Reply, Create の権限がない親カテゴリに対して、新しいカテゴリをサブカテゴリとして作成してしまった場合は、そのカテゴリの設定画面に戻り、「親カテゴリ」を (no category) に変更し、グループの設定を確認することで修正できます。「everyone」もグループとして扱われます。必要な権限が設定されているか確認してください。
