No there isn`t. You need a reverse proxy front of Discourse that sniffs couple things that a VPN tells. But most of comercial ones are hiding and find those isn’t trivial. Netflix couldn’t stop totally VPN users.
And there is other thing. Everyone who is using free public or unknown wifi should use VPN. Everytime.
