How to make dynamic headers

I think this might relate to the “header-contents widget” but I could not find any related support.

My question is simple: how can one create this dynamic header, as seen recently on this site:

I currently just make a static header using some HTML place here:

• Hamburger > Admin > Customize > Themes > Default > Edit CSS/HTML > Common > After Header

But that requires users to refresh their browser tabs and cannot be collapsed either. TIA, R
