Thank you to @Lilly and @thoka for the help. It turned out things worked as they should, what was odd is the emails took a bit to trigger, maybe a few minutes.

Hm. This is normal discourse functionality. You do not have to do anything, to get it running. Keep in mind, that there is a time window between notifications and posting (which you can adjust as admin) and that users, who are online, will be not emailed, unless you configure it otherwise.

If you want to you can change that with the email time window mins site setting
