How to reinstate a banned user and IP address

How do I go about reinstating an absolved miscreant?

1. Unban the User in admin
2. Remove the Banned IP from screened IPs list.

Thanks. That was the trick to reinstate the IP. But I deleted the user, not merely banned them. Now the Send Invite function refuses to accept the email address. So what to do now?

Oh. A post here showed me it is under Logs, Screened Emails. Problem solved.
