There different ways of going about this.
- Make a Banner topic
Go to topic admin 
and select 
Pin Topic and select ‘make banner Topic’
- Use the versatile banner theme component. I believe this is what the Meta banner is is based upon. There is a version of this banner that is configurable Welcome Link Banner
