Q: Is this a part of core or a plugin/component?
I want to put a similar informational note on the top of my forum. I’ve been using a house ad but i noticed it gets blocked by adblockers and is not dismissable

I think this is indeed a the more accurate answer to my question but the “Pin Banner Topic” method probably works best for my use case.
I really appreciate the speed and thoroughness of answers that get posted on the meta here.
