I hear you, and I want to change this, but I worry that somewhere hiding in our tooling there is something that depends on this not exploding and falling back to default. I am worried about making a behavior change here.

Might be able to print a warning like “not found, using default” without breaking stuff.

Yeah that should be fairly simple to add … we need fix this in rails-multisite, so I will assign this to myself and get to it when I have some time.
