If fixed ordering for forums, quick reply category selector should also follow that order

I’m using fixed ordering for forums, but I see this order is not being used in the category selector when creating a new topic. I think it should.

This is covered in a bunch of other topics. That is ordered by number of topics in each category, so people can select the correct (more popular) ones.

We now have fixed_category_positions_on_create feel free to tick that to true if you need to control order on topic creation.
