I have imported sql file of my live site but i can’t see the custom theme folder inside discourse folder in local development. can anyone tell where its reside ? because i want to change common.scss file so

That’s not how it works. It’s inside the database. See Beginner’s guide to developing Discourse Themes. You probably want to use Get started with Theme Creator and the Theme CLI. You don’t need a development environment for theme development.
