Is an email sent to a suspended user, informing them of the suspension?
If so, is there a way to prevent this?

As I recall needing to suspend a user recently you have the option to email them a reason, so I doubt they get one unless you select that, maybe set up a test account, those can be useful to have

If you leave the Email message portion empty the user will not be emailed.
You can also customize the suspended user messages and descriptions.
Customize → Text → search for suspended
