On our hosting, we will make sure that all sites get the new sidebar. I updated the OP to add instructions for self-hosters:

Note for self hosters: if you do not see the admin sidebar, you need to change the hidden site setting admin_sidebar_enabled_groups to 1|2 following these instructions.
