IP-Standort bleibt unbekannt, wenn MaxMind-Lizenzschlüssel konfiguriert ist

I have configured my MaxMind license key and account ID in 3 places: ~/.bashrc, <Discourse root>/config/discourse.conf and discourse.service (Systemd). But, it still not to query the location of IPs, but their organizations can be displayed.

When I exec rake assets:precompile, it actually downloaded some database files and did not print those warnings like unavailable or missing MaxMind license key and account ID. I do not know why it occured.

It displayed correct organization, but do not care the location…

I set my MaxMind account’s country to China, when downloading City.mmdb, it will return the following content:

Downloads of this database from CN are forbidden due to US bulk sensitive data transfer rules

I manually downloaded it here.
